Gold and silver are both precious metals, but their market size, industrial demand and storage economics differ. Those differences can matter more than a simple historical-price comparison.
Value density
Gold generally concentrates more dollar value into less physical space than silver. That can affect storage and handling economics for a large physical allocation.
Industrial demand
Silver has substantial industrial uses in addition to investment demand, which can create different price drivers from gold. Gold is also used industrially, but investment and jewelry demand play prominent roles.
Volatility
Silver can experience larger percentage price moves than gold. That may create upside and downside that does not fit every retirement investor's risk tolerance.
Inside an IRA
IRS rules provide exceptions for certain qualifying gold and silver coins/bullion. Eligibility still must be confirmed for the exact product, and dealer spread/storage should be compared separately.
